Mr. Benson Giuthua
Benson Kibunja Giuthua is a distinguished Human Resource Management professional and senior public sector executive with over two decades of experience in strategic human capital management, organizational development, public sector administration and corporate governance.
He currently serves as the Director of Human Resource Management and Development at The National Treasury, Kenya, where he provides strategic leadership in the management and development of the institution's human resource function. In this capacity, he serves as a key strategic advisor to the Principal Secretary and provides leadership in the development, coordination and implementation of human resource policies and strategies in line with Government and Civil Service requirements.
His responsibilities encompass a broad range of human resource functions, including recruitment and placement, promotions, performance management, staff development, employee relations, staff welfare, benefits administration and talent management. He also plays an important role in strengthening personnel management systems, enhancing organizational capacity and ensuring that human resource practices contribute effectively to institutional performance and service delivery.
Mr. Giuthua also possesses extensive experience in corporate governance and fiduciary oversight. He has represented The National Treasury as an alternate Board Director in various State corporations and public institutions. His board-level responsibilities have included the Kenya Medical Training College (KMTC), Northern Water Works Development Agency (NWWDA), and Ulinzi Health Services Fund (UHSF). Through these appointments, he has contributed to strategic oversight, policy alignment, institutional governance and organizational accountability.
Academically, Mr. Giuthua holds a Master's Degree in Human Resource Planning and Development from Indraprastha University and the Institute of Applied Manpower Research in New Delhi, India. He also holds a Bachelor of Arts (Second Class Honours) degree from Kenyatta University, Kenya.
In recognition of his distinguished contribution to public service, Mr. Giuthua is a recipient of the Order of the Grand Warrior (OGW), one of Kenya's national honours.
