CLE and HELB Strengthen Partnership to Expand Access to the Bar Examination Loan (BEL)
Under the Council of Legal Education Strategic Plan 2023–2027, the Council continues to strengthen strategic partnerships that expand access to legal education and training in Kenya, in line with its commitment to equity, inclusion, and institutional credibility.
As part of this commitment, the CEO of the Council of Legal Education, Prof. Jack Mwimali, accompanied by Annah Konuche, Director – Standards, Licensing, Supervision and Compliance, and Duncan Nalwenge, Assistant Director – Finance and Accounts, held a consultative meeting with the Higher Education Loans Board (HELB) to deliberate on the Bar Examination Loan (BEL).
The engagement focused on strengthening collaboration around the Bar Examination Loan, a critical intervention aimed at supporting candidates undertaking the Bar Examinations and reducing financial barriers to entry into the legal profession.
Impact So Far
To date, 2,148 candidates have benefited from the Bar Examination Loan (BEL), breaking financial barriers and expanding inclusive access to the Bar. This milestone underscores the value of sustained collaboration between CLE and HELB in supporting aspiring advocates.

Open to students at the Kenya School of Law (KSL)
Available to both salaried and non-salaried students
Covers Bar Examination fees (amount determined by the institution)
Offered at an interest rate of 6%, subject to HELB terms and conditions
